XTAR is a joint venture between Loral Space and Communications (56%) and HISDESAT of Madrid, Spain (44%), operating under a Special Security Agreement with the Defense Security Services. This international JV has two high-powered X-band satellites that provide service at exclusive Government frequencies to US and Allied Government customers. Mr. Harlow reports directly to the Chairman of the XTAR Board.

Responsibilities:

  • Develop corporate acquisition strategy, position to maximize shareholder value, and create attractive business case for future investors. Drive utilization of the two core assets (X-band satellites), to grow revenue and take company to the next step of maturity. Satellite utilization up by 21% over 2 years.
  • Create new approaches to take XTAR’s service offerings to international markets, grow XTAR’s footprint to Governments of allied and friendly countries, encourage international collaboration and support interoperability. Particular success with Airborne Intelligence, Surveillance and Reconnaissance (manned) platforms (AISR) and Unmanned Aerial Systems where X-band has distinct technical and operational advantages. 2012 – 2016, AISR business increased an average of 50%+ per year.
  • Maximize Business Development and Sales efforts for direct/indirect sales channels, capture strategy for major programs, strategic teaming relationships to secure XTAR participation on major Government programs as a Prime Contractor or as a Subcontractor of Record.
  • Identify barriers to growth, develop action plans to mitigate growth detractors.
  • Lead Loral companies interactions with Pentagon (DoD CIO’s office, AT&L, Joint Staffs, etc.), Combatant Commands (COCOMs), Senate and House elected officials and staffers, and National regulatory organizations (FCC and NTIA) for regulatory, budgeting and policy issues with US Government.

  • Drove corporate globalization of all engineering, technical and service functions within a collaborative and matrixed structure, improved inter-departmental alignment and processes. Aligned 100+ staff across the globe.
  • Additional P&L responsibility (approx $14 M annually) for current and new products, and for building the pipeline for new products and services.
    • Two strategic products launched, over $1M EBITDA for 2009.
  • Developed and negotiated service agreements with new and existing channel partners, particularly in emerging markets of South America, Africa and Asia.
  • Aligned purchase of over $120 Million annual satellite capacity from the major satellite operators, synergizing customer contracts across business lines (Government, Oil & Gas, and Maritime), and across geographies. New technology insertions realized $12 M+ annual savings.
  • Identified new markets for existing products, regional service delivery partners and provided support to sales channels for new product deployment.
  • Led integration of Arrowhead Communications (branded as CapRock Government) into corporation, aligning technical service delivery platforms, engineering, field deployments and satellite buy across all lines of business.
  • Due diligence on multiple acquisition prospects, and on transition team planning for final acquisition by Harris Corporation.
  • Funded incubator program for solar powered remote sensors for location and status tracking for over 100,000 remote devices.

  • Grew Division from $67 Million to $360 Million annual revenue over 2½ years through strategic program wins, successful execution and program growth.
  • Successfully integrated satellite elements from acquired companies into smoothly operating Division within new corporate ownership structure.
